Spatial Clustering and Techno - Economy Analysis Electrification of 3T Villages with Renewable Energy Microgrid System University of Indonesia Abstract Electrification of 1723 3T villages that do not have electricity using renewable energy is in line with the GOIs program to reduce GHG emissions by 29% in 2030 and achieve SDGs point 7. The challenge of 3T village electrification is the location of villages that are spread out, varied renewable energy potential and low economic value. To answer this challenge, this study aims to obtain an overview of 3T village microgrid tariff based on the right incentives and optimal technical design. The research methodology is clustering using the Clara and optimization modeling to obtain the capacity of the microgrid. There were 4 cluster centers: Sari Tani, Kubang Kondang, Tuno Jaya, and Sungai Pisau. The modeling optimization obtained microgrid configurations PV 173-607 kW, WTG 12 kW, and BESS 254-946 kWh. For all Cluster Center Villages, the base-case tariff for PLN EPC model is 3066 - 4115 Rp/kWh, PPP model is 3362-4252 Rp/kWh, and Wilus Resco model is 4051-5478 Rp/kWh. The most effective incentive scenario is combination of tax allowances, carbon emissions reduction, and interest subsidy minimum 3% or grant 25% capex which can reduce base-case tariffs by 51 - 59 % so that it becomes below 85% regional cost of generation.
