Abstract
The digitalization of government organizations is a global effort to keep pace with changes in the behaviour of citizens who have fully adopted technology in everyday life. By measuring the construction of strategic resources of government organizations in the form of data literacy, collaborative skills, and digital trust in government organizations^ human resources, this study aims to reveal the influence of these constructs on the formation of digital culture, digital organizational readiness, and organizational digitalization. Involving 257 respondents from government organization workers who used the SEM-PLS approach, this study has found that data literacy and digital trust can influence an organization^s digital culture. The digitization of government organizations was later found to be affected by the organization^s digital culture and the organization^s digital readiness. This study supports theories of technology adoption that have been widely used to measure the performance of organizational digitalization in a practical picture for government organization actors.
