Qualitative Study of SPLISS Model Sports Policy and Development Investigation in Indonesia and Turkey

Abstract

The latest research highlights the results of investigations into SPLISS model sports policy and development in Indonesia and Turkey. However, only a small portion was found to be carried out in relation to the formulation and implementation of SPLISS Model sports policies and development. Therefore, the general aim of this research is to explore the formulation and implementation of sports policies and development developed by the two countries, how the SPLISS model of sports policy and development has been applied in sports coaching and development so far, and what the SPLISS model of sports policy and development is. This inspires future sports policy development. A qualitative methodology design consisting of in-depth semi-structured interviews was used to obtain detailed insights from policy stakeholders and implementers. Audio-recorded interviews lasting an average of 50 minutes were conducted with 7 (seven) heads of coaching and development of sporting achievements of the Central and Provincial KONI from Java Island, representatives of Sumatra, Kalimantan and Sulawesi, and 15 heads of coaching and development. sports achievements at the Parent Sports Organization at the National level. Interviews were transcribed verbatim and analyzed thematically. Nine main themes as components of the SPLISS model of sports policy and development were developed during data analysis, namely: (1) Financial support- (2) Integrated approach to policy development- (3) Foundation and participation- (4) Talent identification and development- (5) Athletic and post-career support- (6) Training facilities- (7) Coach provision and coach development- (8) National and international competition/event- dan (9) Sport science support, scientific research and innovation in elite sport. These findings provide important insights into how policy stakeholders support the formulation and practice of SPLISS model sports policy and development within certain limits and the possibility of its further development.
