Abstract
ICT adoption in universities has become a concern for university leaders, but is generally more focused on learning using technology, there are still limited studies on the adoption of ICT in the implementation of good university governance. This study developed an information system that encourages the implementation of good university governance in private universities in order to measure the achievement of university key performance indicators. This information system includes operational planning, program implementation, measurement of key performance indicators based on the university^s vision, mission, and strategic planning. Waterfall model is used to develop information systems. The implementation of this information system is based on the Corporate Performance Management (CPM) model with the guidance of the COBIT 5 framework. The strategic planning information system allows integration with data from e-academic or e-budgeting that is already owned by the university. The strategic planning information system presents a performance dashboard, containing the results of measuring the performance of universities, faculties, departments, and divisions, providing feedback on the university^s strategic planning. This study improves the process and experience in developing information technology-based strategic planning in universities.
