Abstract
This study aims to develop Powtoon animation media for mathematical arithmetic operations for children with special needs. The method used is a research and development (R&D) method with Sadiman^s development model type, namely: analyzing needs and characteristics- formulating instructional objectives, formulating material points- develop success measurement tools- media creation, and conducting tests and revisions. In this study, only five development processes were carried out in a structured, animated powtoon made to help children with special needs learn mathematics. The focus of this media development is to find special media characters for children with special needs, namely the suitability of images, animations, backgrounds, and animation colors that can visualize mathematical objects. A sign language companion is needed as a communicator regarding the response of the Powtoon animation media from the child with special needs
