The research method used is development research consisting of two stages, namely preliminary and formative evaluation (only presents self-evaluation, expert-reviews and one-to-one, small group) and each stages were supported by using lesson study system. In addition, this research also used validity and reliability tests carried out after one-to-one and before the small group stages. This research involved 8th grade students of Junior High School 19 Palembang and Junior High School of Adabiyah Palembang, aged 13-14 years old. Data collection techniques in this research were documents, walk-through, tests, observations and interviews. From the expert-reviews and one-to-one result, the problem have been well based on content, constructs, and language. From the validity and reliability test results, the problem empirically valid and consistent. From small group results, through collaborative discussions session, the problem could be easily understood, could be applied and could be well integrated by students. In addition, the problem could have a potential effect on mathematical literacy skills, namely communication, mathematization, representation, and use of symbolic, formal and technical language and operations.
