Abstract

Abstract. The Minimum Competency Assessment is used to measure cognitive learning outcomes through reading literacy and numeracy (maths) literacy. Currently, the Ministry of Education and Culture of the Republic of Indonesia has been designing a 2021 National Assessment to map the quality of education in Indonesia. The prospective teachers^ competency is one of the important things that influence the quality of education. This study aims to determine the ability of prospective teachers in developing The Minimum Competency Assessment based on numeracy literacy (AKM). The subjects of this study were 36 students of the Primary Education Department (PGMI), the students in the 8th semester who are currently taking mathematics lessons. Research conducted through a descriptive qualitative approach using observation instruments, interviews, and questionnaires to determine the level of difficulty of students. The research was conducted for 2 months in the Primary Education Department of Universitas Islam Lamongan. The results showed that the level of the students^ knowledge and understanding of numeracy literacy is low, 75% of 36 students did not know the HOTS approach and 95% of students did not know the definition of Assessment. As a result of the interview, many of students were less able to develop assessment because they did not understand mathematical concepts by using the HOTS approach well.
