Research on the Evolution of National Fitness Policy in China

Abstract

With the vigorous development of national fitness in China, the government has issued a number of national fitness policies, but most scholars in China have studied the policies at the level of qualitative analysis, and it is difficult to assess the policies and their impacts more accurately. This paper uses literature, content analysis and mathematical statistics to study 89 national fitness policies issued from 1995 to 2022, and discusses the trajectory of China^s national fitness policies based on the quantitative analysis of policies in other fields. The study concludes that the overall development of national fitness policies has been rapid, the number and strength of policies have been greatly increased, and the policy objectives and measures have become more diversified. However, there are still problems such as low legal level, low desire of the government to actively promote industrialization and the dominance of administrative measures for a long time. The study recommends: improving the effectiveness of policies, strengthening policy supplements for underdeveloped areas, and improving China^s national fitness policy system- emphasizing the industrialization of service supply and the rule of law in resource allocation in the national fitness policy objectives- strengthening the management of policy measures and setting up more reasonable and effective measures to implement the national strategy.
