In order to further promote and support theconstruction of famous international sports cities, combined with thedevelopment foundation and conditions of basketball in Chengdu, it isconsidered that Chengdu can be built into a famous basketball city.Based on this, this paper uses the methods of literature, expert interview, field investigation and other research methods, from the perspective of building a famous basketball city in Chengdu, comprehensively analyzes the foundation, conditions and existing problems of Chengdu basketball, and puts forward the corresponding construction path for how to realizethe famous basketball city. Through the research, the main conclusionsare as follows:
1.Chengdu professional basketball team is in the middle and lower reaches of the country at present, the lack of perfect echelon construction of young athletes and the outdated concept of coaching coaches are important problems.
2. The per capita occupancy of basketball stadiums in Chengdu is seriously insufficient. The construction of public basketball stadiums should be increased to increase the percapita occupancy.
3. Three player basketball is a business card of Chengdu at present. Many high-level events are well received by all sectors of the society. However, the results of local watch teams are not ideal, and there is a lack of outstanding three player basketball players.
4.In the process of construction and development of Chengdu Basketball City, we only pay attention to market effect and mass effect, and lack of diversified publicity and development path.
Based on the conclusion, the following suggestions are put forward:
1.The corresponding level of youth basketball events should be formulated, focusing on training excellent coaches, exploring excellent youth athletes, and speeding up the construction of echelon to lay the foundation for the development of Sichuan competitive basketball in the future.
2. In addition to theconstruction of public venues, high-level and high-level basketball venues should be added to meet the needs of higher-level basketball games in the future.
3. At the same time of paying attention to the development of the competition, we should speed up the training of coaches and players of the local three person basketball team.
4. More media should be added to attract more attention, draw on the development experience of advanced cities at home and abroad, pay attention to the market effect and mass effect, increase the exploration and construction of culture, and diversify the development of Chengdu basketball.

School of Kinesiology and Health Promotion, Dalian University of Technology, Dalian 116024, China

Abstract

ASEAN is an important trading partner of China, the world^s largest exporter of sporting goods, and has great market potential. Based on the trade data in the United Nations trade database (UN COMTRADE), this paper uses the research methods of literature, logical analysis and mathematical statistics to sort out the current situation of China^s sports goods export trade to the ASEAN in the past five years (2016-2020), discuss the existing problems in the current trade process, and propose corresponding solutions, with a view to promoting the development of China^s sports goods export trade to ASEAN. The research conclusions are drawn: first, China^s sports goods exports to ASEAN are growing rapidly on the whole, and ASEAN^s position in China^s sports goods export market is becoming more and more important. Second, China^s exports of sports goods to ASEAN are relatively abnormal, and the proportion of sports equipment in the export products is too high. Third, China^s exports of sports goods to ASEAN differ significantly from country to country, and trade development is uneven. Based on this, the following development ideas are put forward: first, China should pay full attention to the important position of ASEAN in the international market of China^s sporting goods exports, increase the input of trade resources to ASEAN, and further expand the export of sporting goods to ASEAN. Second, China should optimize the export product structure of sports goods to ASEAN, appropriately expand the export of sports shoes and clothing products, and alleviate the problem of abnormal export category structure. Third, China should focus on the heterogeneity and differences among ASEAN countries, adopt measures according to local conditions and circumstances, and promote balanced trade development.

Abstract

The development of a high-quality sports industry is crucial to China^s economic growth. The Yangtze River Delta region is one of the most economically developed regions in China and a gathering place for its sports industry. In order to understand the regional competitiveness of sports industry in the Yangtze River Delta region, this paper makes an empirical research by using the method of data envelopment analysis and random effects model. This study collected quantitative data on the sports industry in the Yangtze River delta from 2014 to 2019.
The empirical results indicate that: (1) there are regional differences in the competitiveness of sports industry in the Yangtze River delta region- (2) sports industry in the Yangtze River delta region lacks scale efficiency and has improper input-output ratio- (3) the phenomenon of diminishing returns to scale appears in Jiangsu Province- (4) the output elasticity of labor factors is high, however the output elasticity of fixed assets remains at a low level.
This research provides valuable implications for policymakers in improving regional competitiveness of sports industry in the Yangtze River delta region. This paper puts forward suggestions according to the empirical results: reducing regional barriers, improving scale efficiency, adjusting industrial structure and optimizing investment quality.

Abstract

Currently, many Android-based physical education applications have emerged to help students understand physical education lessons. However, many of the existing applications have not answered the user^s needs. Thus, this study aims to determine the user experience of the existing physical education and sports applications as the basis for developing applications that are more functional and user-friendly. The research was conducted by interview method. Respondents who participated voluntarily were 9 people who came from representatives of teachers, school principals, stakeholders from the education office, youth and sports office, and elementary school students aged between 10-12 years. The results show that users are less interested in existing applications. Too much text and too small a font size make users not very interested in using the application. Adaptation of the User Interface is proposed to reduce the negative impact of the constraints found today so as to make users benefit and get a satisfying experience.

The Football Challenge Cup and League Championships in Colonial Singapore, 1892-1959: The Ascendency and Demise of the Malaya Football Association and the Straits Chinese Football Association
Lim Peng Han

Independent Researcher and editorial board member of the Asian Journal of Sport History and Culture

Abstract

Introduction
This is a study about the formation of the Singapore Football Association (SFA), the oldest FA in Asia, founded in 1892 and the impact of its policies in the organization of its annual Challenge Cup competition (1892-1959) and its League competition (1904-59) during the years 1892-1917, 1920-41 and 1945-59.
Method
This study relies on newspaper reports of football matches played during the years 1892 to 1959 and published annual reports of the SFA, Straits Chinese Football Association (SCFA) and the Malaya Football Association (MFA).
Results and conclusion
There are three key policies of the SFA later known as the Singapore Amateur Football Association (SAFA):
1. When the SFA organised its tournaments exclusively for the military, Europeans and Eurasians during the years 1892 to 1914, the Malays and the Straits Chinese established the MFA in 1910 and the SCFA in 1911 respectively to be controlling bodies of football in their communities.
2. When the SFA allowed the SCFA and the MFA to participate in its tournaments after the First World War (1920-41) the former win the league once and Cup once during the years 1920 to 1929. During the years 1930 to 1941 the SCFA won the league 4 times and Cup, 3 times. While the MFA won the league 4 times and Cup 4 times. Both the SCFA and MFA could compete and overcome the military and European teams.
3. After the Second World War (1942-45) the SFA, later known as the Singapore Amateur Football Association (SAFA), allowed clubs not affiliated to the SCFA and the MFA to participate in their tournaments. Both associations lost their influence in SAFA when the individual race-based clubs were independently managed. Cosmopolitan clubs with players of different races began to appear. The SCFA and MFA gradually became irrelevant to the independent clubs.

Department of Health and Physical Education, Faculty of Liberal Arts and Social Sciences,The Education University of Hong Kong, Hong Kong, China

Abstract

The high probability of leaving the profession among novice teachers, also including PE teachers, is widely regarded as a major concern in the education system. One of the aims of the current study was to examine whether variables, such as school type and gender, affect the novice PE teachers^ perception of institutional barriers in mainland China. Besides, another aim was to identify unrecognized barriers related to the institution during their first teaching year.
A mixed research method (quantitative and qualitative) was adopted through the adapted questionnaire from Morgan & Hansen^s work (2008), and thirty-eight secondary school PE teachers (M=14, F=24) with no more than three years teaching experience in the private or public schools in mainland China participated in the present study. The data from closed-ended questions was analyzed using an independent-samples t-test with the 95% confidence interval for mean, and the constant comparison method was also applied to code data collected from open-ended questions.
The finding showed that statistically significant difference was not found among the gender and school variables, and a new barrier associated with the problem of inclusiveness emerged. The result allowed suggesting that inclusiveness in the PE subject should be given priority by stakeholders.
Furthermore, the policymakers do not need to pay closer attention to tackling the issues related to the school type and gender variables, however novice PE teachers may still face institutional barriers.

Prodi Pendidikan Olahraga, Sekolah Pascasarjana, Universitas Pendidikan Indonesia

Abstract

The concept of Physical Literacy (PL) has been proposed globally as one that can offer new catalysts in physical education, sports, and health due to its holistic nature and potential impact on people^s lives. Empirically, there is a lot of research evidence that states that integrated physical literacy in physical education have proven to be the best practice in reducing catastrophic disease or increasing adolescent physical activity participation. Not only that, the other evidence reveals that physical literacy is also an integral part of sports development in the fields of education, recreation, health and even elite sports. The abundance of evidence on this does not mean that all countries adopt the importance of physical literacy to be integrated with physical education, including Indonesia. The purpose of this article is to present physical literacy policy considerations for policymakers in the fields of education, recreation, health, and sports. A broader international definition and construction of physical literacy is reviewed to establish physical literacy policies into applicable regulations. This policy considers being consistent with international understanding of the concept of physical literacy that is developing in various countries and how it can be used to achieve the goals of education, recreation, health, and sports that are developing in Indonesia.

The development of sport policy research (2000-2020): A systematic review
Yi Ouyang, Ping-Chao Lee, Ling-Mei Ko

National Taichung University of Education, Southern Taiwan University of Science and Technology

Abstract

Since the 1990s, sport policy research has gradually attracted increasing academic attention as a reflection of contemporary society at a particular time. This thesis conducts a systematic review and yields 100 policy articles related to elite sports, physical education, and sport for all, spanning a period of 20 years. According to Houlihan (2014), the meanings of theory in sport are categorized into four types: macro-scale theories as an overall perspective, meso-level theories explaining the phenomenon within societies, awareness of specific problems, and two or more variables with a proposition. Nearly half the research on the topic aims at meso-level analyses of organizations. Governance theory, the Sports Policy Factors Leading to International Sporting Success (SPLISS) model, the advocacy coalition framework (ACF), and network-related theories all play a pivotal role in focusing on policy backgrounds and dynamic relationships within organizations. Few studies highlight the policy texts themselves, or discourse about them, and, thereby, are grouped into the fifth type. Greater attention has been brought to policy formation and implementation rather than policy evaluation. Moreover, the austerity measures in elite sport, the outsourcing in physical education, and the aiming at minority groups also demonstrate the significant diversification in the recent research. Finally, the sport policy research will be completed more thoroughly if the research source includes more databases, paper studies, and in-depth interviews aiming at specific issues in the future.

Research on the Evolution of National Fitness Policy in China
Yushuang LIU

Shanghai University of Sport

Abstract

With the vigorous development of national fitness in China, the government has issued a number of national fitness policies, but most scholars in China have studied the policies at the level of qualitative analysis, and it is difficult to assess the policies and their impacts more accurately. This paper uses literature, content analysis and mathematical statistics to study 89 national fitness policies issued from 1995 to 2022, and discusses the trajectory of China^s national fitness policies based on the quantitative analysis of policies in other fields. The study concludes that the overall development of national fitness policies has been rapid, the number and strength of policies have been greatly increased, and the policy objectives and measures have become more diversified. However, there are still problems such as low legal level, low desire of the government to actively promote industrialization and the dominance of administrative measures for a long time. The study recommends: improving the effectiveness of policies, strengthening policy supplements for underdeveloped areas, and improving China^s national fitness policy system- emphasizing the industrialization of service supply and the rule of law in resource allocation in the national fitness policy objectives- strengthening the management of policy measures and setting up more reasonable and effective measures to implement the national strategy.

Anhui Normal University

Abstract

Now, the Taiwan question has almost become the focus of the entire Asian region. As a part of Chinese territory, although Taiwan has a special relationship with the Chinese Mainland, they have been maintaining close ties and cooperation. In the 1970s, China broke the cold relations with the United States through ping-pong diplomacy and completed a diplomatic breakthrough, which was also acclaimed as promoting the big ball (the earth) with the small ball (the ping-pong ball). As an important way of cultural, policy and political exchanges among countries and regions, sports has always been attached of great importance by the Chinese government. This paper collects information on the exchange and cooperation of sports culture, sports events and sports talents between the Chinese Mainland and the Taiwan region since the founding of the People^s Republic of China, and combines the policies formulated by the Chinese Mainland for the Taiwan region in different periods, compares and summarizes the impact of policy changes in different periods on cross-strait sports communication and the impact of sports exchanges on cross-strait relations. By reviewing the cross-strait sports communication and summarizing the experience, the paper can generate valuable suggestions to contribute to cross-strait relations and research in the field of sports communication.

It was announced in 2017 that e-sports (referred to as e-sports) had been officially recognized as a sport by the International Olympic Committee (the International Olympic Committee for short), and there was discussion of whether e-sports could be included in the official competition events of the future Olympic Games. A major player in e-sports consumption, China^s actual e-sports sales revenues reached 83.44 billion yuan in 2018, surpassing Western Europe for the first time in 2019. China has now become the largest e-sports market in the world. Historically, globalization discussions have focused on traditional Olympic competitions, and research into the booming e-sports industry seems to be in its infancy. Consequently, the focus of this study is primarily globalization and Chinese e-sports policy, as well as its analysis from a national perspective. A majority of the discussion topics are centered on government agencies, for-profit companies, and non-profit organizations related to e-sports. Research methods used in this study included content analysis and semi-structured interviews. The purpose of this study is to examine the development of Chinese e-sports by applying the theoretical framework of globalization as a lens through which to examine the three responses of participation, passivity, and conflict in e-sports. As well as providing academic and theoretical contributions to the field of e-sports, the findings of this study will provide Asian governments with a reference to help them formulate relevant policies and strategies to cope with the challenges and opportunities presented by globalization of e-sports.

Abstract

Sports competition at the global level has encouraged every country to compete to be the best by winning as many medals as possible and getting high rankings in prestigious events such as the Olympics. This competition encourages stakeholders^ views that international sporting achievements affect the prestige and national identity of a nation. Sports competition at the global level also has an impact on the role and relevance of sport in society which is also constantly evolving, as sport has been recognized by the United Nations as an important instrument in the agenda of sustainable development goals (2015 - 2030). This highlights how developed countries benefit more from investing in elite sports compared to developing countries. The purpose of writing this manuscript is to find out the actual condition of sports coaching and development in Indonesia as one of the developing countries in Asia. How to implement the governance of sports coaching and development as well as by paying attention to the important aspect, namely social capital as a concept that is able to make an important contribution to sports community health, welfare, and understanding of relationships. Through a multidimensional approach with mixed method research, using SPLISS (Sport Policy Leading into International Sporting Success) analysis and the club social capital scale in several team sports in the province of West Java as one of the regions that actively contributes to Indonesia^s sports achievements at the international level. Because it is in line with sport for development and peace as a goal of sustainable development, it is necessary to have an adequate system to bridge between international sporting achievements and national development, so that it is hoped that a progressive view will be developed that sport is a wider arena not only for sport itself, but also for sport as an instrument of national development.
